Each year, thousands of experts from armed forces, government agencies, and international organizations take part in the exercise to train their ability to respond to cyber attacks under realistic conditions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But modern crisis and conflict scenarios are no longer defined by technical attacks alone. Alongside cyber operations, the information environment now plays a critical role, shaping public perception, influencing decision-making, and affecting how organizations communicate under pressure.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That is why Locked Shields 2024 also included a simulation of the information environment. Information dynamics can also shape decision-making and influence public perception throughout the exercise.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These dynamics may include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>media reporting on cyber incidents<\/li>\n\n\n\n<li>narratives and counter-narratives on social media<\/li>\n\n\n\n<li>public debate and political reactions<\/li>\n\n\n\n<li>strategic communications by public institutions and organizations<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Simulating these developments makes it possible to represent the information environment as a realistic component of complex crisis scenarios.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-css-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-using-inforange-in-locked-shields-2024\">Using InfoRange\u00ae in Locked Shields 2024<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">As part of Locked Shields 2024, <strong>InfoRange\u00ae<\/strong> was used to simulate the digital information environment alongside the evolving technical scenario.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The platform made it possible to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>represent social media activity and online discourse<\/li>\n\n\n\n<li>integrate news reporting and media reactions into the exercise<\/li>\n\n\n\n<li>make narratives and information dynamics visible<\/li>\n\n\n\n<li>reflect how decisions can affect the information environment<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">This created a dynamic information environment that could respond to events and decisions throughout the exercise.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-css-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-supporting-strategic-communications-and-public-affairs-training\">Supporting Strategic Communications and Public Affairs Training<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The information environment simulation particularly supported training areas such as:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Strategic Communications (StratCom)<\/li>\n\n\n\n<li>Public Affairs<\/li>\n\n\n\n<li>information environment analysis<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Participants were able to observe how information spreads, how narratives emerge, and how communication measures can influence public perception.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In this way, the exercise incorporated an important dimension of modern crisis scenarios that extends beyond purely technical cyber defense.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-css-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-cooperation-with-the-nato-stratcom-coe\">Cooperation with the NATO StratCom COE<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The development of <strong>InfoRange\u00ae<\/strong> was carried out in close cooperation with the NATO Strategic Communications Centre of Excellence (StratCom COE) in Riga.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The goal of this cooperation is to create realistic training capabilities for the information environment and to integrate this dimension more effectively into education, training, and exercises.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Its use in Locked Shields 2024 demonstrates how digital training platforms can help represent the information environment as an operationally relevant part of complex exercises.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-css-opacity\"\/>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-training-in-the-information-environment\">Training in the Information Environment<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Modern operations increasingly take place not only in the cyber domain, but also in the information environment.
